Arthur was born in 1853 at Port Arthur.  His father was in the 96th Regiment of Foot,  arriving in 1841 aboard the "Hindostan".  He  was an Overseer at Impression Bay.  His mother Julia's  surname is given as "Hogan" on the birth certificate.  He eventually worked for the NSW Railways as a blacksmith building the Great North Railway Line, and married Mary Heath at Murrurundi, NSW.
